Right To Information
(RTI) Guide
Understanding your right to access information and promote transparency in public governance across India.
THE BASICS
What Is RTI?
The Right to Information Act, 2005 gives every citizen of India the legal right to request information from any public authority — any body owned, controlled, or substantially financed by the government.
Public authorities are legally required to respond within 30 days of receiving a request (48 hours for matters involving life or liberty). This landmark legislation has empowered millions of Indians to participate actively in governance and demand accountability.
RTI is not just a law — it is a fundamental tool for citizens, journalists, activists, and researchers to promote transparency and fight corruption in public administration.
BENEFITS
Why is RTI Important?
RTI is one of the most powerful tools available to Indian citizens for demanding good governance and democratic accountability.
Transparency
RTI opens government decisions, spending, and processes to public scrutiny, reducing opacity in public administration.
Accountability
Public officials and institutions are held responsible for their actions when citizens can access and examine records.
Access to Public Information
Every citizen has the fundamental right to know how public resources are being used and decisions are being made.
Citizen Empowerment
RTI transforms citizens from passive recipients of governance into active participants who can question and engage.
PROCESS
How Does RTI Work?
The RTI process is straightforward. Here is a simple overview of how information requests flow under the Act.
1
Citizen Requests Information
A citizen identifies a public authority that holds the information they need and prepares a written request.
2
Public Authority Reviews
The Public Information Officer (PIO) reviews the request and determines what information can be disclosed under the Act.
3
Information is Provided
The PIO must respond within 30 days, providing the requested information or a valid reason for any denial.
This is an educational overview. The actual process may include additional steps such as fee payment, transfer to the correct PIO, and first or second appeals.
